The minimum functionality I'd want there would be to set the size 'snapshots' could use. If it hits that limit it must recycle older snapshots or stop taking snapshots. T Does BTRFS allow that? Does it get installed that way by default (say to leave 5-15% free based on disk size?)?
FYI: there are now also quotas which can help prevent disk full alias space='sudo btrfs filesystem usage -h /' (keeps an eye on things)
who runs that? No person, I hope. i.e. keeping an eye on things has to be done automatically. Balancing and keeping free space is something that should be done automatically and by default. The maximum a user can config for snapshots in Windows is 15%, with less being the usually case on smaller disks.
