The kdmrc is auto-generated to get the settings form /etc/sysconfig/displaymanager into the config. /usr/share/kde4/apps/kdm/read_sysconfig.sh does this. It generates /var/adm/kdm/kdmrc.sysconfig, which is read by kdm. I don't think that the /usr/share/kde4/config/kdm/kdmrc is read be kdm anymore. For me I've created a own version of read_sysconf. But you have to make sure that you always have a backup of it cause an update will overwrite it.
