That makes no sense. If it is in fact the case then the design is broken. Its perfectly reasonable to want t ensure that the tmp directories are created, perhaps at boot time on a tmpfs, and at a later time to apply a 10 or 30 day clean-out of those same directories. All of which is quite reasonable. Yes I could copy tmp.conf, edit out those two lines and edit in the other two, but that manes my system won't work it at some time in the future if I run with a tmpfs /tmp or /var/tmp.
