I can tell you on several different Linux distros and several different computers, it has never worked for me.
Two ideas that frequently are suggested are making sure line-in is unmuted and turning up the igain slider on the mixer. However, those were not the problem in my case. And remember, this is on several different computers and different distros.
I use an old Haupage card, and I have no problems with the sound. However, you have to connect the TV card with the sound card through a cable on the back of your computer. Unfortunately .....

My Tv card has a cable like the CDROM, you can use it.
