As I suspect, the problem is in network manager. I use it on my notebook computer, where I have several configurations for different networks. My desktop system uses wicked, but it also has a static configuration, so DNS is manually configured.
I guess I'll have to file a bug report.
One other thing I noticed is while RDNSS appears to work when tethered to my Android phone, the search domain does not change. It continues to display the domain name for my home network. However, the RA from the phone does not specify a search domain, which raises the question of why resolv.conf lists one that's not valid. Both the phone and pfSense firewall provide ICMPv6 option 25, for DNS server, but only pfSense provides option 31 for search domain.
