I do not think you have to allow port 20 if you are using NAT. Is this a true router or a PC acting as a router? If it is a true router, post your config, if you don't mind, or send privately and I can see if I can help. I have ran into this problem a lot in the past. My roomate is a Cisco guy and can surely help.
