You've missed something called Cool'n'Quiet. My laptop bios settings provide an option to manually throttle back the frequency stepping as the standard. My laptop *can* run at 1.2Ghz but if I can run it at 700Mhz it runs considerably cooler and the battery life is considerably longer. My laptop will throttle back from 700 if everything is idle... but under load it will never run at full speed (or full heat).
