I don't understand them yet, and from what I have read it doesn't sound like policies are really ready for prime time.
In the current firewalld there are nothing but policies - all zone definitions are internally translated into policy definitions. Of course Leap 15.3 is using rather old firewalld so YMMV.
Only parts of them are implemented, according to some Googling I have done. As they say, a picture/example(s) would be worth a thousand words!
