No, vlc is in both places and iirc, you *must* not mix vlc packages between videolan and packman.
You're right that vlc is in both places. However, the vlc beta is only on videolan, which is what I use. I've also heard about not mixing packages between videolan and packman and I haven't had a problem, there isn't anything mixed between the two repositories. Probably lucky as I haven't had to pay attention.
If you go here: http://www.videolan.org/vlc/download-suse.html, it will tell you how to do it.
and there are/were similar instructions on packman (but this may be history as I am long of tooth) and have both booster rockets engaged.
I'm sure they both have instructions on how to install their repository. The problem may occur if using a cli and zypper to install as the OP is. I use yast2 and it seems to not mix things.
