Yes, at these temperatures and assuming everything else is OK, the fan should be blowing out "fire" ;) If the air is not very hot, then something is blocked or something is not attached properly. Anyway, this is definitely a hardware issue that can only be solved with some tools and physical examination. The good news is that your computer is still working, so it's only a cooling issue.
