Not sure if WvDial is working for you or not, but WvDial evidently does not use pap-secrets. (I confirmed this by commenting mine out and starting wvdial, which worked fine.) WvDial seems to use the /etc/wvdial.conf for your username and isp password, once the file is created. [ ... ] Thought you might like to know.
