You are correct. Using "krunner" and entering "help" provides /usr/bin/khelpcenter which is included in kdebase4-runtime-15.08.0-3.1.x86_64 And should be present on your system. Note that it is still kde4, not plasma5. There is a ".desktop" file, /usr/share/kde4/services/khelpcenter.desktop which you could link to in ~/Desktop and have available in folder view.
