Its accessed via "System Settings/Advanced/Login Manager". You can download and change login themes to your heart content but the ability to change the login system in opensuse is "broken" (by design i think). The login theme never never changes. Its been like that for years. You have to manually edit the configuration files. You'll need to search the web for the changes to make.
