with both versions affected the same, i'd actually have a look at your driver and see if x has lost which one your using in it's config and gone generic (or do I mean geriatric)

After I run startx, I get this error:

Fatal Server Error: no screens found

In both 4.1.0 and 4.0.3 after running startx.

SaX and SaX2 both run fine and are able to configure and test the configs without any problems. But when I run startx, no go.

If I run xf86config and then startx, it works.

Sounds like there might be a problem with SaX or SaX2?

I have the latest versions of sax and sax2, too.
