That's right, the feature was removed, but the sysconfig files and setting remain. And not honoured.
I just verify that this is still in the cron options in yast (13.1). From memory I think I've seen some thread saying this is deprecated, but I don't find where.

Past candidate. AFAIK, /tmp is a tmpfs in pure systemd setups, according to the devs. openSUSE did not agree, and /tmp remains a real directory on openSUSE systems. So, upstream, they assume that /tmp just is recreated on boot, so no need to purge it. I don't know why the openSUSE cron jobs were removed.
