The 127.0.0.2 is not just specific to opensuse, its been in use since the Pleistocene in several distros. I suspect it might have been necessary at one time or another in the early days. I have not seen any talk about doing away with it, but the shortage of IP space would certainly apply pressure in that direction (reducing localhost to a /24 instead of a /8).
