[opensuse] How to ask the right question?

      Hi list,

I have heard, that the right question leads to the right answer.
But how to find the right question in as few words as possible?

Say, if i want to contribute, by fi, adding a theme to download for 
others, as test, or as part of a 'brand'.
But i do not know who to ask...
What question should i ask (in google, or on this list) to get the right 
answer?
