Check what 'chkconfig -l apache' says. If it doesn't show at least 3:on, do a 'insserv apache' and then a 'rcapache restart'. At the next boot apache should start automatically.
it had a on in both the 3 and 5.
yet rcapache had unused and the setup isn't working when it first comes on.
