There's a couple of nice books I can suggest for this. One is "Programming with GNU Tools" by O'Reilly and associates, which basically explains about whats available to you. And "Beginning Linux Programming" by Wrox publishing (ISBN 1-874416-68-0) which is a nice intro to programming on Linux using C, shell scripting, curses, debugging and so forth and describes how the tools work. As for IDE, I still prefer emacs, or rather xemacs these days. Jed is also an option. If you are using KDE, go to the KDE web site and check out the programs available. There are development tools available, including some IDEs. Some are in beta or even alpha, so beware.
