Not just basic programs, but general, normal operations became impossible, or so slow they were essentially nonfunctional. "They" say to get your internet back, disable the firewall; "they" lie. Virus scan (albeit slow as molasses at 50 deg lat in January) showed the PC to be virus-free.
I finally gave up and bought a new HD (not a big cost these days!), loaded the XP OS on it and made it the "primary" drive. I also made sure all "update" functions were disabled. I used the original HD as "files" storage so I didn't lose anything important; rather extreme, some would say, but that's what it took to get my PC back as good as new.

SP2 is big trouble - based on what it did to me and others in my area, avoid it like the plague it is!
