If he's testing to see if his message gets to _this_ list, a test list will not help. If he's just trying to see if his email gets out, he should send a message to himself.
It is a test list in the same server with all opensuse.org mail lists, same configuration. Its purpose is precisely testing whether you can send emails here, and how to process them, etc. The procedure, for a user, would be getting the test list to work, then use the same method with any other opensuse.org list, like this one: it will work with no further testing.
