Thank you Will, At least that confirms that this thing can't remember where it just was. As for it being there since kde3, I never saw this thing until kde4.4 and I have installed cursor themes in every version of kde since kde2. If I was competent to code, I would give this a go, because honestly, in a modern desktop, a file open/save dialog that can't remember the last directory it was just in -- is a bug, not a lack of a feature.
