Partly. If the filesystem can not be mounted, it panics. You get into emergency console - for root failing, that would be from the initram, I guess. The best thing is to boot proper rescue media, but openSUSE no longer creates the rescue ISO. There is just a very small rescue system in the install DVD. Very minimal. The automatic fsck is run when the system was not properly halted the previous time. Applies to ext* and reiserfs, not xfs or btrfs.
