during my days at university, the machines had no outside access, web access was only by authenticated proxy, and only to national web sites (national traffic was free, international not so, so it was blocked).. But there were servers available from the outside..
Blocking port 22 is very common in the corporate world, .. *especially* for those organizations that have no use for ssh (e.g. Windoze Forever). I keep a server in the shop with ssh bound to port 80 & 443 for just such an eventuality. Haven't seen a firewall yet that did content inspection on 443.
