Definately not INSTEAD. YOU needs the file to be where it tells wget to put it with the -O option. It would be nice if it ALSO used -c though.
I suppose you are right... but the info page mentions "If FILE already exists, it will be overwritten."
I don't know if there is a way to tell it about our wishes on this.
