I got this issue the day I updated to kernel 5.3. Going back to kernel 5.2 fixed the issue.
I also turned off swap today, after reading that note. My system seems to be much more responsive. However, I'll have to give it a few days to be sure. I've had some discussion about this here before and haven't found the cause. However, closing browsers seems to help.
My kernel is 4.12 with Leap 15.1.
