What language is that? There are several language specific openSUSE lists that could help.
That question could go to the general translation list, it is not related to a specific language.
But the important point to know is whether skype uses gettext for translations in linux, something else, or it uses some proprietary method? Igor should determine this first. I would ask on an skype related forum. If it uses gettext, then we can point him to documentation and tools.
However, as an open source translator, I would not be interested in translating a proprietary application - unless paid for it, of course.
Skype UI allows switching the interface language. By default it uses the language defined in locale, but then you can switch to other supported language. (Russian is supported, if this is what you need :-) ). You do not have to use special "windows file" to translate Skype.
