Of course tar does. It is ACLs which may not.
--- Um... did you miss the word "_all_"?? Most backup/restore utils don't handle file capabilities, ACL's or extended attributes used as alternate data forks (like those used by Samba, recently). This includes tar. The common linux info stored in the inode is restored by tar -- I agree. But my statement was about something that did all of them. tar does handle all of them (yet).
File attributes, permissions, links, are not extended attributes, they are normal.
