FWIW, I read that as a typo of "up to date", which does indeed appear to be a problem.
Good point, I didn't see that, sorry. Mirrors that are out of date _should_ be automatically disabled and not handed out. Looking at mirror.edge.kernel.org, at a rough glance Tumbleweed seems up-to-date.
