It is on your end. ping and traceroute programs can show how fast the computer responds. ping hostname.com will tell how many ms it takes to send date to and from your machine. traceroute hostname.com well show the route it could of took. * * * means a time out or a firewall does not let udp packets which is what traceroute uses. if you ping your isp and your are on a dial up 128 - 300 ping time to the isp is what you should get.
