OOo always does a lot of changes on html, for me it is therefor not usable as a html editor. It is a typical "windowish behaviour": the program thinks it knows better what you want than you yourself...
Which is presumably the reason why anyone would want to use OOo for editing HTML. Otherwise, like you suggest, kwrite, vi etc. will do a better job.
