It may just be a coincidence, but CTRL-F1 through -F4 are pre-configuredj for desktop switching and up to 20 desktop- switching "hot-keys" are supported). So it's likely that your manual additions are not having any effect, possibly because the file in which you put them is no longer the one used. In any event, why don't you use the KDE Control Center to set these options?
