I have worked with PoE cameras and never seen one that could be USB powered. Also, a camera would be pretty much useless if the switch and recorder were down due to power failure. So, if you're worried about that, just provide a UPS for that equipment and the cameras will remain up, so long as there is PoE power.
Sorry my 'USP' was a typo for 'UPS' rather than 'USB' :( I'm not thinking of cameras wired to a switch and recorder.
