Of course if you want it to always start with a desktop, you can edit /etc/inittab and change id:3:initdefault: to id:5:initdefault:.
I suggested that as well, and it did not work. I think the other responses on this list that the rescue environment that is set up is far too minimal for running something like X is correct. There is little chance that X and all are in other then RPMs waiting to be installed from the CD. And, on 9.1, I think X automatic configuration was, well, a dream of things to come.
