You may ask any question re opensuse you like - all o.k Bugzilla - PMS - Problem Management System has very many procedural things that sometimes are don't that we don't understand when we submit bugs. The order is not the most important issue in marking duplicates. If both describe the same bug, and as another has said, a second same bug contain more information about the bug the the one with more information survives. Well that's how PMS is suppose to work and Bugzilla get more improvements and updates than opensuse ;-)
