My ISP provides unlimited data. They also provide excellent IPv6 on both cable and cell networks. I can tether to my cell phone and get IPv6 addresses. My data is also unlimited on the cell phone, but throttled after 15 GB.
Oh, I forget: I am on CG-NAT, my external IP is on 10.*.*.* . No IPv6, of course. This is temporary, I don't live here. I can get ADSL, not fibre, if I want. At home I have symmetrical fibre.
So if I were to upgrade (I ain't) I would download the DVD elsewhere and use that.
Yep, I used to do the same. Years ago, I used to work at IBM and had decent Internet (a blazing 45 Mb for about 4000 employees), so I'd burn the CDs at work and bring them home to where I was still on dial up.
