You are aware that Leap15 switched from SuSEfirewall2 to using the new firewalld by default? I would expect fail2ban to work fine for the moment, but unless it is updated to work with firewalld, it probably won't continue to do so.
Try it yourself, install the fail2ban service and this package also. Then restart the SuSEfirewall2 service and watch it belly ache. If you have two NICs like I do, one ext and one int then you will also see what happens with the int NIC. Yarrg!
