Right, GTE right now has a package with 768 download 128 upload for $32.50 a month for the xDSL another $17.95 for internet access through GTE. Prices go up from there.
I wouldn't recommend GTE Internetworking (formerly BBN) for your ISP. First of all, they use DHCP so he'd be back in the same fix with a dynamic IP address. Secondly, GTE sucks. I made the mistake of trying their ADSL service when it was first available. In the first 30 days I had 19 days of downtime. Their DHCP servers go down more than Monica Lewinsky. If you get the line from GTE choose an ISP other than GTEi. With xDSL, unlike cable, you can choose your ISP. I would also recommend avoiding Earthlink. They are using PPPoe which is even worst than DHCP. If you plan on running services (mail, web, etc.) you need a commercial DSL account or an ISP that will give you a static IP address and let you run DNS or host your domain for you.
