What mail client? KMail 1.11.90 on KDE 4.2.86? Try upgrading to the release version of the software, and set it to use UTF-8 for new messages and for replies. I have a huge problem with idiots at my university sending Hebrew mail as iso-8859-1 and Kmail when set to reply as UTF-8 always converts and gets it right.
