DNS_SERVERS is just another DHCPv6 option like IA_NA, IA_TA or IA_PD. If clients asked for DNS_SERVERS, why should it get back IA_NA?

Compliant client should check Managed and Other flags in RA. "Managed" means "use DHCPv6 to obtain address and everything else", "Other" means "use DHCPv6 to obtain everything else but SLAAC for address configuration". To my best knowledge both wicked and NetworkManager do it by default.
Eleven years ago when I set it up, there was a reason for having DHCPv6, e.g. for dynamic DNS updates and something about the DNS config too. It is entirely possible things have improved since then, I simply don't know. Do you know?
You may have DHCP server doing DNS updated for you or you may have each client doing DNS updates. It is entirely up to you. So you do not absolutely need DHCP server for it, but I suppose using it simplifies administration. RA has DNS options so it is up to your router to support them. NetworkManager supports them, I do not know about wicked but I would be surprised if not.
