The average user running version X of Ubuntu will never get the newest builds of OOo from the Ubuntu repos unless they tinker with their repos - they have to, at the very least, manually add a repo that is a rough equivalent to an openSUSE community factory repo.... and adding a repo in Ubuntu is a major pain compared to the openSUSE 1-Click.
