Is there such a thing as a tracking program for modifiying files?

"What the hell does he want?" you ask? The other day I installed something and it screwed up a file. I don't know what file, but I would have liked to know. My question is if there is someway that I can keep track of what files (config files, etc...) are modified and by who and when?
