I think it's far not the same thing. If I "save as" the image I work on it becomes that type of image, eg. if I save as a jpg, from that point I work on a jpg image. But if I can only export, the image itself stays in xcf format, and I have to export it again, if I understand correctly. And what about working on non-xcf images? They also become xcf if I make only slight modification, eg. resizing, and have to export? It is silly. If this is true, I rather stay with previous version.
This has been hashed to death on the Gimp mailing lists and forums. The short answer is: - Gimp is targeted at high end graphics editing just as its cousin Photoshop. It defaults to XCF because the power users requested it. Too many people accidentally saved in a format that did not maintain layers so the default save was locked to a format that does. This is not my justification... it is the one from the Gimp developers and power users. You can easily go read it on their forums... and this discussion is not new.. it was hashed out and argued about over a year ago... a couple of years ago I think. The decision was made by the people making Gimp and the power users and they are sticking with it. The full functionality to save into other formats remains... it's simply under the File > Export menu instead. It hasn't been removed... just moved. If you don't like it as it is (that it doesn't mark the file as saved when you export), install the Python extension that Gabriel linked. It's a simple solution that doesn't require wailing and gnashing of teeth :-P Or you can use an old version until the end of time and miss out on the newer functionality and features. simply because you have to click File > Export (or File > Save/Export Clean if you use the extension) instead of File > Save... that's your choice, but it's rather silly.
