I assume your wireless network runs o.k. - e.g. the Windows 7 client can at least "ping" the OpenSUSE 12.1 server and so on... There must be a difference how the Arch Linux client sends a print job to the OpenSUSE 12.1 server compared to how the Windows 7 client sends a print job to the OpenSUSE 12.1 server. The usual difference is that Linux clients send print jobs via the IPP protocol which is the native CUPS communication protocol while Windows clients send print jobs via the native Windows protocol which is SMB. Therefore on the Linux server Samba must run which accepts print jobs via the SMB protocol from Windows clients. See http://en.opensuse.org/SDB:Printing_from_Windows_to_Linux Therefore I assume something related to Samba makes the difference why the Windows 7 client cannot send a print job to the Linux server. Perhaps you run a firewall on the Linux server which blocks the ports for Samba on the Linux server?
