Can't be. Mail from people that don't use keys sometimes get delayed 4 hours, sometimes half an hour, some nothing at all. On the last 10 messages, the first five got a 10 minute delay, the last five, 1 minute or less. It seems to be working better. (I just found in Thunderbird that I can also display received date, so I can easily compare). On gmail I have just received a long stream of posts.
