Indeed it was a couple of settings in gdm.conf First and foremost, SystemMenu must be set to be true or the "Action" menu under which the Option "Run XDMCP chooser" will not appear. Second, Sunray server software installs its own version of gdm. It is missing the Xwilling script. I temporarily got around this by repointing Willing=/etc/X11/xdm/Xwilling rather than in the gdm directory. Ultimately, I'll probably rewrite it. Try pressing F10
That brings up a "extra" menu under gdm for me.
