Try installing with: sudo zypper install kdebase4-workspace
It seems to indicate that systemsettings is part of KDE4 which is not installed.
Sorry, I use KDE and didn't research the command enough. I also have little experience with laptops and power management, still old-school w/desktops. A quick google provided no insight, sorry.
