This is strange. Did you actually add the repo to zypper, or just download a (single) package? You *do* need other stuff from there. So rather add it and run a 'zypper dup --allow-vendor-change -r <reponame>'. But for sure I am running the 2.9.9.git.20180217.bdab2829ef-32.1 version of gimp from this repo on my 42.3, and it does not need any updated libglib. I also have only libglib-2_0-0-2.48.2-3.4.x86_64 installed. So I wonder how you got there... But as there seems to be another repo with 2.10 you might rather continue that road :)
I did add the whole repository, and the above only created problems for my installation. But this one worked beautifully when I added it the same way, so now I have no problems at all: http://download.opensuse.org/repositories/home:/ecsos/openSUSE_Leap_42.3/ Problem solved! -- Noise reduction is just another word for image destruction.
