Well, the message is fairly self-explanatory, isn't it? At some point you installed a newer version of amarok, perhaps from the build service or packman, and then it was downgraded

I will not start, so how do I rescan it?
the files are all in $HOME/.kde4/share/apps/amarok
if you delete that directory you will be able to start with a blank amarok and you can start the rescan
