No - everything is fine. Linux uses "unused" memory as a disk cache. Why should it leave the memory unused? You can use "xosview" to have a look about your memory usage.
VERY nice design, of course. If one really wants to see misuse of RAM, take a real close look at what NT does with 64MB.
